Permanent Closure of Portland Street at 11 Street SE CPKC rail crossing

As part of the Ramsay-Inglewood Public Realm Improvement Project, vehicle
traffic along the 11 Street SE corridor will be realigned to optimize available
lanes. This includes adding a dedicated left-turn bay for northbound vehicles
turning onto 21 Avenue SE, allowing for unimpeded northbound traffic to
continue straight through the intersection.
To accommodate these changes, The City is working with CPKC to upgrade
the rail crossing south of 21 Avenue (north of Portland Street SE) and relocate
the 11 Street SE crossing gate arms. These upgrades are required to maintain
safety and ensure the crossing gate arms meet Transport Canada’s current
standards for at-grade rail crossings.
As part of these improvements, the Portland Street CPKC rail crossing must be
upgraded to meet all current Transport Canada grade crossing requirements.
These regulations prohibit any intersection within 30 metres of a rail crossing.
Because the Portland Street and 11 Street SE intersection does not meet this
requirement, it will be closed to ensure the crossing is safe and compliant.
This will result in the north end of Portland Street SE being converted to a cul-
de-sac condition, capable of circulating large commercial vehicles.
23 Avenue SE will remain open and provide large commercial vehicle access
to and from 11 Street SE to Portland Street and the surrounding commercial
properties.
The CPKC signal upgrades, including the relocation of gate arms and the
closure of Portland Street SE at the crossing, are planned for the start of
October 2025.
Key Vehicle Traffic Changes:
• To access 11 Street SE from Portland Street SE, use 23 Avenue SE.
• To access Portland Street SE, use 23 Avenue SE or 26 Avenue SE.
• 11 Street SE will no longer directly connect to Portland Street SE at the
CPKC rail crossing (north of 23 Avenue SE).
